Could Google restrict Russian apps on Android? New verification system raises concerns

The Russian Ministry of Digital Development has expressed concerns that Google’s upcoming Android developer verification system could eventually limit the availability of domestic applications. Starting September 30, 2026, Google will implement new security checks in Thailand, Singapore, Brazil, and Indonesia, requiring developers to verify their identity and register applications. The process introduces a 24-hour waiting period for users installing software from unverified sources, necessitating additional security steps like fingerprint confirmation and device restarts. While Google maintains these measures are intended to prevent harmful software, Russian officials fear the framework could be used to restrict access to Russian-made apps. Although Russia is not currently on the list for these restrictions, the ministry is proactively preparing for potential future impacts. The policy could significantly affect developers already excluded from major app stores, as users may find the installation process for unofficial software increasingly cumbersome.
